Telegram began preparations for an IPO, which could take place before the end of 2023, Vedomosti reported, citing a source close to the company. The plans were confirmed by two other sources - one close to the auditor who is preparing Telegram for the offering and the other close to an investment bank familiar with the messenger's plans.

Right now, Telegram is conducting a diagnostic and choosing the region and exchanges where the offering will take place. The messenger is considering two options - Nasdaq and the Hong Kong exchange, because more than 40% of Telegram users are based in Asia, and in two years that figure could reach 50%.

The offering could value Telegram at $30-50 billion. The consultants suggest tying the valuation to the monthly number of users, with each user valued at $50. In January 2021, Telegram's audience exceeded 500 million monthly users. By the time of the offering, the messenger "will have probably gained 0.8 to 1 billion users."
