The Optimism Collective introduced the day before is essentially made up of communities and stakeholders committed to improving Ethereum's technical capabilities. This collective will be governed by two components: the Citizens' House and the Token House.

The Citizens' House will "facilitate and manage the process of distributing retroactive funding for public goods" through the revenues collected by the network. The Token House, on the other hand, will have to vote (just the OP token) for protocol updates and project incentives.
