What is it? This is a scalable infrastructure for Web 3.0. It's built on Parity's Substrate framework. The project is open-source; go for it! 

Long story short, the guys are making dApps (decentralized apps) better: building rollups on Polkadot. If Polkadot scales blockchain in general, Astar is an L1 platform for smart contracts that includes rollups.
